In November 2025, Connecticut Governor Ned Lamont signed HB 8002 into law, creating a new subsidy program to provide funding for “projects that create employment opportunities in the construction industry to develop affordable housing.”
The State has made an initial allocation of $50 million in funding for this program, to be disbursed as subsidy to projects that meet the program’s requirements.
Applicants for funding from the Connecticut Department of Housing are encouraged to indicate that they are interested in receiving funding from this program.
Under the requirements of HB 8002, to receive funding projects must:
- Secure coinvestment funding in the proposed project by a union pension fund or comingled fund of union pension fund investments with a demonstrated record of successful investment in the construction of affordable housing, and
- Be covered by a project labor agreement, and
- The applicant must be committed to adhering to state-registered apprenticeship standards and apprenticeship readiness programs, and
- Housing subsidized under the program shall remain affordable for a period of not less than 40 years for households earning 80% of the state median income, or other means selected by the Commissioner of Connecticut Department of Housing.
Program subsidy can be layered with other sources, including but not limited to 4% and 9% tax credit funding, Section 8 vouchers, and other sources of funds.
Connecticut State Building and Construction Trades Council can assist developers in meeting program criteria to access these subsidy funds by providing a project labor agreement, access to a skilled and trained workforce and participants in state-registered apprenticeship programs, and access to pension fund co-investment from our partners at the AFL-CIO Housing Investment Trust.
